on first sight id say a mesmer doesnt have enough mana to provide decent heal party support so drop that - instead to support your group bring something like draw conditions/remove hex/etc and could also bring a hardrezz if you are already me/mo
if you already bring migraine i guess you also want to have some more interrupts and maybe distortion for selfdefense?
You could use migraine+Arcane Conundrum to make a caster cast very slow so you can easilly interrupt him/her. if you interrupt you don't need backfire and interrupting is most of the time better then letting him/her cast with dmg ;). instead of dealing dmg to atackers it might be more usefull to cast soothing immages and spirit shackles on warriors, rangers and assassins. you could assist your team members with energy(necro) or extra attack power(ritualist) this costs a lot less energy and is easier to maintain with a mesmers energy, you could also use a few of the mesmer hex/enchantment remover spells.

divine_gwproI was considering a build for a mesmer that shuts down casters, melee damage and also provides some team support.
I dont have any cemented ideas but i was thinking
migraine,backfire,empathy,power drain, e-burn,spirit of failure (??), heal party, res signet (??)
any suggestions would be appreciated.
