Some people aren't happy with the way the GWFC points are distributed due to certain guilds having an easier time gathering valuable ladder position points compared to others. What do you think?

Think thats pretty fair - I'm not seeing a South/North America or Western/Eastern Europe division ;)

Japan, (China?) and Taiwan should be merged into one region :D

Merge is the only choise unless more top guilds come from those regions (china, taiwan, japan). Factions is full of asian stuff so if Anet can't get new players this way, then think the situation is bit bad.

As far as i know Chinese "exploitation" of Guild Wars has not started yet. I dont think China will be in the same region than Taiwan.
